A chemical engineer with an environmental concentration and an MBA, Mr. Raoult has over 20 years of experience in environment and industrial hygiene. He joined HDS Environment in 2004 before becoming President in 2017. He is a Certified Environmental Site Assessor (CESA) and a Certified Environmental Auditor (CEA), accredited by the Association québécoise de vérification environnementale (AQVE). Mr. Raoult primarily works in site characterization and remediation of contaminated lands, environmental management, waste and discharge management, atmospheric emission modeling, and occupational health and safety (contaminant sampling, asbestos, mold, mercury, etc.). Since joining HDS Environment, he has participated in several hundred environmental studies in Quebec, Canada, and internationally, notably in Africa (Senegal).
As President of HDS Environment, Mr. Raoult is actively involved in quality control, administrative and human resources management, and business development, leveraging an extensive network of contacts from his MBA background.

A Registered Occupational Hygienist (ROH) with a degree in chemical engineering specializing in environment, quality, and occupational health and safety, Mr. Ballot joined HDS Environment in 2009 and was appointed Vice-President in 2017. His expertise focuses on industrial hygiene, qualitative and quantitative contamination assessment, risk analysis, industrial waste and discharge management, modeling, and ministerial authorization and permit applications.
As Vice-President of HDS Environment, he specifically oversees information systems, work procedures, and document standardization.

Holding a civil engineering degree from the École des Mines de Nancy (France) in geo-engineering and a Master’s degree in mineral engineering from Polytechnique Montréal (Environmental orientation), Mr. Welfringer joined HDS Environment in 2008 before becoming Vice-President in 2017. Recognized by the AQVE as a CESA, he works in contaminated site characterization and remediation, environmental management, compliance audits, environmental impact studies, as well as industrial hygiene and occupational health and safety.
As Vice-President of HDS Environment, Mr. Welfringer is primarily responsible for internal administrative aspects and external relations (suppliers, etc.). His excellent technical analysis skills, applied to every project he undertakes, make Mr. Welfringer a frequent contact for major Canadian law firms seeking an expert with the high ethical standards required for legal mandates.
With over 40 years of experience, Mr. St-Germain is a geological engineer with an MBA who has led hundreds of large-scale environmental projects. His CESA and CEA designations, combined with his status as a professional authorized under Section 31.42 of the Environment Quality Act (EQA), enable him to officially validate complex remediation documents for the MELCCFP.
He demonstrates exceptional expertise in environmental management, conducting compliance audits, inspections, and strategic database management. A specialist in hazardous materials management and hydrogeology, he masters advanced technical issues such as biogas management, groundwater resource optimization, and contaminant modeling.
A preferred advisor for institutional support and organizational capacity building, his authority in the field is undisputed. His ethics and technical acuity make him a leading expert frequently commissioned by the country's top law firms for major legal cases.
With twelve years of experience acquired in Quebec and internationally (notably in Africa), Ms. Rakotomalala holds a degree in industrial systems engineering. Trained in France at Joseph Fourier University and ENGEES, she holds advanced specializations in chemical process engineering and the environment.
In the field, her technical know-how is applied to the monitoring and evaluation of complex infrastructures, such as wastewater treatment systems. She also intervenes rigorously in the development of environmental management strategies, waste management, and occupational health and safety (OHS) files.
Her multidisciplinary background and international vision make her a versatile professional, capable of effectively analyzing and resolving environmental and industrial challenges for her clients.
A Project Manager in Environment and Industrial Hygiene at HDS Environment since 2022, Jérémy Dupont holds a Master’s degree in Environmental Science. His career is marked by solid practical experience in site assessment and remediation, environmental monitoring, and hazardous materials management.
In both field operations and consulting, he supports numerous organizations in implementing management systems (EMS and SMS), conducting environmental audits, risk analysis, and water quality control.
